German belt buckle

Don’t believe that this is a WWII German belt buckle, because I can’t find it in any books that also have the same text like it is written in this buckle.
Never the less a very nice German belt buckle that comes complete with its leather tongue.
Belt buckle is in light used condition.
On the leather tab is one side the number “41” and on the other side are several handwritten names from which some are crossed out.
The eagle on the buckle is a WWI model to me.
Around the eagle are the words “Einigkeit, Recht, Freiheit” what means translated “Harmony, Justice, Freedom”
